It is unlawful for any person to maintain or keep any pen, coop or other building or structure wherein domesticated animals or birds are kept unless the same shall be kept...unlawful for any person to own, keep, have in his or her possession or to harbor any dog or cat which, in an excessive, continuous, or untimely manner barks, cries, howls, yelps, whines, bawls or other loud noise, which shall cause great discomfort to the peace and quiet of the neighborhood, or in such manner as to materially disturb or annoy persons in the neighborhood who are of ordinary sensibilities.
