Qualifications. No person shall be hired or permitted to drive a taxicab unless such person is at least 21 years of age, has registered with the police department as hereinafter provided, and holds a valid driver's license issued pursuant to the provisions of 625 ILCS 5/6-100 et seq., authorizing such person to operate a taxicab as defined in this article.
